Soft drinks tax in Philadelphia leads to a black market for sugared beverages

2018 has seen the rise of a black market for sugared drinks in Philadelphia, whereby people sell sugared drinks that have been purchased outside the city’s boundaries. The city’s leaders are remaining calm since the majority of the consumers are paying their sugar taxes and have anticipated a 10 per cent non-compliance rate.
